A clear locus of the concept. Clear locus means that we need a definition of corruption that, while allowing for describing corruption in many areas, nonetheless locates itself precisely as the corruption of somebody. That is, we cannot assume that one definition will apply universally, sufficing for various actors. This study is confined to bureaucratic corruption. The term "bureaucratic corruption" is purposely chosen on the assumption that there is a distinction between bureaucratic corruption and corruption in general. I do not use paper writing services taking into account that I deliver writing service to students through the Internet The former is corruption involving governmental officials (bureaucrats), while the latter, a broad term, includes corruption in all sectors. Thus, this study is only concerned with "bureaucratic corruption" committed by cadres, or ganbu in Chinese. It doesn't deal with such cases as ordinary workers stealing public assets from their work units and selling them on the black market. However, this doesn't mean that we neglect the larger societal dimension of corruption. The scope of corruption practices extends far beyond governmental cadres. It involves groups and persons who deal with the government but themselves are not a part of its structure. Nevertheless, to restrict this blog to bureaucratic corruption reflects the author's observation: bureaucracy constitutes the most corruptible and corrupted part of Chinese society.
